The WGVBS was established during XIX INCOSAI 2007 in Mexico City to develop a framework and measurement tools for defining the value and benefits of SAIs. The Auditor-General of South Africa has fulfilled the role of Chair of the WGVBS since inception. The WGVBS started out with 14 member countries and has since grown to a membership of 21.

The working group convened for the first time in South Africa in 2009 to develop a basic framework for defining the value and benefits of SAIs, with emphasis on defining fundamental requirements. Such framework establishes the value and benefits of SAIs from two perspectives, namely (i) to be recognized as an institution that makes a difference to the lives of citizens and (ii) to be recognized as an independent model organization.
